Cendrine DELIVRE

Cendrine Delivré is a Partner and Full Professor ("Agrégée") in public law. She focuses her practice on the infrastructure, transport and energy sectors in France and in Africa.

Cendrine has an extensive experience in advising international financial institutions such as the IFC, the World Bank and the African Development Bank on public law matters, energy matters, including renewable energy (hydro, solar, wind…) and the mining sector.

She also advises industrial sponsors and investment funds regarding their projects in Africa (drafting and negotiation of complex public contracts). She has a solid knowledge in negotiating concession agreements and PPPs. She is also expert in complex public tender proceedings and litigation matters. In this respect, Cendrine is recognized as a lawyer « whose the "solid experience in PPPs is reflected in the way she handles the legal aspects of these projects and during difficult negotiations » (The Legal 500 Paris 2019, Project Finance).

She has a vast experience in projects taking place in Francophone Africa (Congo, Burundi, Benin, Senegal, Gabon, Côte d’Ivoire, Togo, Cameroon, Guinea, Chad).

She recently advised the Republic of Guinea in negotiating two major hydroelectricity concessions (Kaleta 150 MW and Souapiti 450 MW).

She is currently advising one of the major French transportation companies -SNCF- and a French investment fund -Meridiam- on two major public transportation projects in Senegal. She also advised her clients on airport concessions - Dzaoudzi Airport in Mayotte - and harbour concessions, in Guadeloupe, French West Indies.

Cendrine also wrote many publications and led various lectures on public law and public finances in France and abroad. Cendrine regularly runs trainings on PPPs (regarding the differences between civil law and common law rules).
